Position: It's time for fair, common-sense property tax reform: Shift assessments to the owner's actual basis in the property—the original purchase price plus documented improvements—instead of taxing unrealized paper gains from rising market values. This protects long-time homeowners from being priced out by skyrocketing appraisals they never 'realized' in cash, keeps taxes predictable and tied to real investment costs, and prevents government from cashing in on market bubbles without delivering proportional new services. True across-the-board relief that rewards ownership and stability, not speculation or inflation.
